Kevin Hulbert

Kevin Hulbert is the founder and CEO of XK Group Business Intelligence in Washington, D.C., after a distinguished career with the Central Intelligence Agency (CIA), where he held a variety of high-level jobs and became a recognized expert on counterterrorism, counterproliferation, counterintelligence, human intelligence (HUMINT), Latin America, South Asia, nontraditional operations, cybersecurity and covert action. A senior leader in the Directorate of Operations, Mr. Hulbert spent many years analyzing political and security issues around the world. He has often been called upon to deliver briefings for high-level intelligence community, congress, and White House policymakers on a variety of issues. He also collaborated extensively with multiple foreign liaison partners, particularly in counter nuclear proliferation and counterterrorism. From an overseas location, Mr. Hulbert led some of the Agency’s biggest and most complex counterterrorism operations abroad. His final job in government service found him working with the Federal Bureau of Investigation (FBI), where he served as senior liaison for Counterterrorism. Mr. Hulbert is fluent in Spanish and holds current Top Secret/SCI clearances with full background investigation and polygraph. Prior to his government service, he worked in real estate development and finance. Mr. Hulbert received his Bachelor’s degree from Northern Michigan University and his M.B.A. in 1988 from Georgetown University, where he also served as class president.
